City High Life
Having picked mud coloured glass, made the shopping centre dark and oppressive, not installed enough escalators and generally made sure there was zero humanity in the design of One New Change, Mr Jean Nouvel might have lightened up when he got around to the rooftop terrace with its views of St Paul's and created something more inspired than a bleak prison exercise yard with a cocktail & tapas bar at the back.

Most of the time this isn't a problem, the lack of shelter keeps people away but on a hot day many local workers head for the roof and a lucky few get the luxury of sitting on a stone plinth. Everyone else makes do with the floor and must take their litter back down the lift in search of a rare City bin. What are we, savages?
It would have been nice to have a view back towards the City where there is hope for a decent rooftop. In the distance are two cranes on the 36 storey Walkie Talkie on Fenchurch Street, which should be finished in 2014 and was designed by Rafael Viñoly, who is clearly a civilised man as he puts a public park with views on to the Thames above his building. Much sooner than that (early July), SushiSamba will open on the 38th and 39th floors of the Heron Tower where they will serve a blend of Japanese, Brazilian and Peruvian cuisine on two attractive outdoor terraces (bottom). A 40th floor restaurant is still to be announced.

Finally, and also opening this summer, is the Angler seafood restaurant with outdoor terrace on the 7th floor of the nearly completed D&D London South Place Hotel near Moorgate.
